We bring rapid and rigorous insights to improve outcomes and understanding across systems, places and people.
We are an agency specialising in evaluations of complex systems across public health, health services and public policy. As an interdisciplinary team, combining methodological expertise, technical expertise and domain knowledge, we deliver rapid, rigorous insights that keep pace with decision making.
We use technology, including AI, in a transparent and considered way, applying it only where it strengthens our evaluations, while keeping strong audit trails and human oversight throughout.
We believe speed should buy time for what matters. By using technology to quicken the parts of evaluation it can handle, we free up more time for genuine engagement with people and participatory methods.
We take a health equity lens to all of our work, asking who benefits and who is left out.
From a single service to a whole pathway or system: how it works in practice, where it falls short, and what would make it better.
Prevention, screening and population health initiatives, from local pilot to national rollout.
Interventions rooted in a particular neighbourhood, town or local system, where the setting is part of the intervention.
For complex interventions with many moving parts: what works, for whom, in what circumstances, and why.
Interviews, observation and documents, analysed rigorously and combined with the numbers so that each explains the other.
Routine and survey data showing how health and service use vary by income, ethnicity, place, and other social conditions.
Working with the people who use and deliver a service to shape the questions, gather the evidence, and make sense of the findings.
We design and deliver full evaluations, from framework and data collection through to analysis, reporting and recommendations.
Have in-house evaluation capacity, but want to improve your systems? We work alongside staff to build sustainable technology-supported evaluation workflows.
We act as a learning partner and critical friend across multi-site programmes, supporting evaluation and helping synthesise and share learning as the work develops.
We combine methodological expertise, domain knowledge and AI capability in an integrated practice.

Saoirse is currently pursuing a PhD in Social Epidemiology at UCL, looking at the environments around schools such as air pollution and heat and how it affects children's health outcomes. She holds an MSc in Public Health. Saoirse has five years of experience in evaluations of the health sector and in health policy.

Nils has nearly ten years of experience in software development and machine learning research. His research focuses on how machine learning models can be reused or replaced with cheaper alternatives, making ML more affordable, practical, and sustainable. At Reflexivity he leads development of our qualitative analysis pipeline and oversees data management and governance.
Whether you're commissioning an evaluation or looking for faster, more useful evidence, we'd love to hear from you.
